Kejriwal expresses displeasure over appointment of Member Secretary by L-G

New Delhi [India], Nov 27 (ANI): Delhi Chief Minister Arvind Kejriwal on Sunday dubbed appointment of Alka Dewan as Member Secretary by Lieutenant Governor (L-G) Najeeb Jung as "unconstitutional and against the recent judgement of the Delhi High Court and the DCW Act".

Kejriwal, in a note to LG, said the recent appointment of Alka Dewan as Member Secretary may immediately be withdrawn, and in future all appointments to the Commission, including that of the Member Secretary, are made only after due nomination of the same by the elected government.

In his note to the L-G, Kejriwal stated that "he is deeply pained by the problems being created to stall the functioning of DCW. The unilateral appointment of Member Secretary to DCW by the Governor of Delhi has never been done in the past".

He observed that such an appointment is not proper and may not always yield best and fair results as the DCW investigates the role of police in several cases and the LG is the Administrator of Delhi Police.

Kejriwal further stated, "As per the representation of the DCW Chairperson, Alka Dewan appears to have been stalling the functioning of the Commission. It appears that a situation is being created in the Commission where it is being brought to the verge of closure. Even the acid survivors, orphans from Nari Niketan and other contractual workers of the Commission who have been running the programs of the Commission have not been paid salaries for the past 3 months."

In his note, the Delhi Chief Minister observed, "Preserving the autonomy of the Commission is paramount to its functioning. If the Commission will need constant approvals from the Government for its various programmes and activities, how will it question the government authorities? The role of the Delhi Government should be to assist the Commission in carrying out its activities smoothly. The present methods of arm twisting the Commission are dangerous and counter-productive to the well being of the women and girls of Delhi."

DCW Chairperson Swati Maliwal had sent a representation to the Kejriwal seeking withdrawal of appointment of Dewan for stalling the functioning of the Commission and subverting its autonomy, to the extent that the Commission is on the verge of closure. (ANI)
